General Manager


Ken Payne has served as General Manager of the El Dorado Water Agency since 2015, where his extensive accomplishments include forging partnerships with numerous local, regional, state and federal entities, to collaborate on projects that support a shared vision of future resource planning and effective water management for the region; securing federal and state funding for water resource-related projects throughout the County; and successfully securing water supplies to meet current and future needs of the County. Ken also guided the development of the 2019 Water Resources Development and Management Plan, which outlines the new policies and guidance that will serve as the cornerstones for the Agency’s continued planning for El Dorado County’s water future.

Ken has more than 30 years of public and private-sector experience focused on water and its interconnectivity with the economy, environment, and social aspects. He understands the complexities of water policy and how to access water rights from policy to delivery, including invaluable partnerships and collaboration with multiple stakeholders. His experience includes leadership in budgetary development and administration; infrastructure planning; design, operations and construction standards for projects and program implementation; personnel management; and general government administration.

Prior to joining EDWA, Ken served as the Environmental/Water Resources Director for the City of Folsom for 10 years. During his tenure with the City, his role in the City Manager’s office expanded to also include a variety of legislative and regional issues. Ken has also held senior positions at engineering firms, with a focus on water and wastewater programs in northern California.

Ken holds a Bachelor of Science degree in Civil Engineering from the University of the Pacific, and is a registered civil engineer in California and Guam.


Tami Scowcroft

Business Services Officer


​Tami Scowcroft is responsible for finance and administration for the El Dorado Water Agency, and has served in this role for more than 16 years.

Tami prepares the annual budget, assists with audits, and facilitates budget decisions by the Board of Directors to ensure the financial strength of the Agency. She is also responsible for accounts payables and receivables, and administering contracts for the Agency. Tami also provides support for a variety of Agency programs and initiatives.

Prior to joining EDWA in 2004, Tami held several positions in sales and marketing, where she served in a supervisorial role and managed a range of projects and accounts.

Tami holds a Bachelor of Arts degree in Journalism from California State University, Chico.


Kyle Ericson

Kyle Ericson

Water Agency Resources Engineer


Kyle Ericson joined the EDWA staff in 2021 as a Water Agency Resources Engineer. Kyle oversees program activities and management of water resource related projects throughout El Dorado County, including initiatives related to water supply resiliency, drought planning, stormwater resource management, watershed management, and water use efficiency.

Kyle brings more than 30 years of water resource planning and water engineering-related experience to the Agency. He has held engineering positions within the private sector and local government, including water and other public utility districts in the region. He has specialized experience and is highly qualified in regulatory compliance issues related to water supply and wastewater operations and permits.

Prior to joining EDWA, Kyle contracted with government agencies to support a variety of water resource-related projects and programmatic management activities, including grant writing, grant management, coordination with local, state, and federal agencies on water resource-related issues, policy development, and environmental permitting.

Kyle holds a Bachelor of Science degree in Civil Engineering from California State University, Sacramento, and is a registered civil engineer in California.
